There are many interpretations and misunderstandings of the term dogging but here is probably the most definitive definition of dogging.
Dogging is a British euphemism for engaging in sexual acts in a public or semi-public place, usually outdoors and typically in a car, or watching others doing so. There may be more than two participants, and as observation is actively encouraged, voyeurism and exhibitionism are closely associated with dogging. Sometimes the watchers join in, but usually they just watch. Both watchers and participants are known as doggers.
It is generally accepted that the term dogging originated in the early 1970s to describe men who spied on couples having sex outdoors – these men would 'dog' (as in "bug") the couples' every move and watch them. If you are an English language scholar you may have noticed that the term dogging is the present participle of the verb "to dog", in other words "to bug" people. However, the term dogging has long since evolved into an inclusive practise.
Another definition of dogging is that it comes from the phrase "I am taking the dog for a walk", a term used in British popular culture to mean a number of things, but mainly "I am sneaking off down the pub". Oddly enough, people use this term whether they have a dog or not. So the phrase has evolved from I am off for a quick pint to I am off for a quick shag.

How did dogging start?
In days gone by, people used to have fun in their cars on quiet roads leading to the term Lover's Lane, but that phrase now seems to have gone the way of typewriters and camera film. People used to do a lot of things in private in the past, but nowadays people are much more comfortable doing such things in public.
